South Island Prosperity Partnership

Victoria’s economic development agency, South Island Prosperity Partnership (SIPP) was shortlisted to win the $10 million prize in 2019 for their Smart Mobility submission in Canada’s Smart Cities challenge.

SIPP need to rally the population of Victoria to show their support for better transportation options in Greater Victoria. The #FreedomtoMove campaign was created to show the different users in Victoria who would benefit: families, working population, students and First Nations communities.

Ads and videos were created to engage Victoria residents to go to SIPP’s website and sign a manifesto to show support of winning the $10 million for better transportation.

The 2.5 month campaign included print ads, digital ads, bus backs, posters and 8 videos on social media to engage Victoria residents. With only $500 per month to spend on social media, the videos and digital ads on Instagram were very effective in capturing attention. There was a 30 second hero video and seven 10 second short videos. The campaign featured local celebrities who are influencers in the Victoria community, including Matt Phillips from Phillips Brewery and Nanon de Gaspé Beaubien-Mattrick, an investor in the tech community. A social media strategist was engaged for the Instagram campaign. Total reach was 159,654.

As well, a public engagement strategist was also engaged to offer ideas on how to engage the public, especially the First Nations communities.

“As a non-profit economic development agency in Greater Victoria, BC we engaged Estella through a competitive process to help us strategize and design a package of

marketing collateral for the purposes of attracting business and investment to our growing regional economy. This package included development of a visual identity that could challenge the pre-conceived assumptions that our target audience might have about our region. Estella’s strategic approach helped us accomplish this in a professional manner that was refreshing and cutting-edge, but also complementary to our region’s history and values. The brochures and collateral pieces definitely standout among our competitors. Through the process, Estella was very patient with our group decision-making style and made sure through each round of inputs that the integrity of the brand story and the desired outcome was always top-of-mind.”
